HOA Management

➢ Served as President and Manager of two separate Homeowner Associations. Was responsible for obtaining bids for pool maintenance, painting, landscaping, property maintenance and capital improvement. I was responsible for preparing and presenting capital improvement, reserve study analyses and financial budgets. I would also prepare and present monthly performance of the Associations. I was responsible for preparing the CCRs both Associations and then monitoring compliance by the membership.

Lending & Loan Servicing

➢ Spent 5 years as a County Supervisor for Farmer's Home Administration in Nevada originating agricultural loans for farm real estate, housing, equipment, livestock purchases and annual operating expenses. I was responsible for analyzing loan requests, appraising real estate/chattels and preparing legal documents for closing. I was also responsible for servicing problem loans through collection plans, monitoring bankruptcy proceedings and implementing foreclosures.

➢ Served as Senior Loan Specialist in Washington, D.C., handling Farmer Home Administration's most complex loans, appeals, debt settlements and emergency loan designations.

➢ As the Special Assets Manager with Farm Credit Services Southwest, my servicing of problem loans resulted in a substantial reduction of adversely classified and nonaccrual loans, which contributed $1.3 million to net earnings in 1994, $1.2 million in 1995 and $1.7 million 1996. I was named "Employee of the Year" in 1994 for the entire company.

➢ As VP of Prior Approval, I reviewed and approved all Western District Participation loans. I also reviewed and acted on 95 percent of all Western District loans that were submitted to the Western Farm Credit Bank for prior approval. I had an approval authority of $10 million on new loans and $20 million on servicing actions. The loans involved included a wide variety of agricultural enterprises and were usually complex in nature. I was also responsible for the servicing of the Bank's owned loans and loan participations.

➢ As Manager-Mortgage Servicing, I was responsible for servicing Farmer Mac’s nationwide agricultural mortgage loan portfolio. This includes taking necessary actions to meet quarterly delinquency goals; involvement in restructure negotiations; involvement in bankruptcies and foreclosure actions; management of acquired properties; and acting on a variety of mortgage loan servicing actions.

➢ As Vice President – Agricultural Credit I was responsible for all of Farmer Mac’s agricultural lending and servicing functions throughout the United States. The portfolio for which I was responsible was diverse, ranging from Midwest grain crops, livestock, vineyards and orchards to ethanol plants, packing plants/cold storage, dairy operations and other facility type loans.

Supervision & Management

➢ As a Farmers Home Administration County Supervisor, I managed lending and servicing operations in a 6-county area, which included supervising two other employees. I received an award for "County Office of the Year" and an award for lowest delinquency rate in the State. I was also in charge of providing training to all Nevada County Offices in the use of the Agency's credit analysis program.

➢ As Senior Loan Specialist, I revamped the Farmers Home Administration's Coordinated Assessment Review (CAR) process for the credit function and then implemented the program by providing training and direction to National Office employees and to State Offices. I received an award for my efforts. Also, managed review teams in the examination of State operations.

➢ Served as Examiner-In-Charge with Farm Credit Administration supervising and training15 junior examiners.

➢ Served as Chief Financial Officer for Farm Credit Association with supervisory responsibilities over the Appraisal, Legal and Accounting consisting of 12 staff members.

➢ Served as the Vice President and Special Assets Manager for Farm Credit Services Southwest for 3 1/2 years. I supervised a staff of two and an initial problem loan portfolio consisting of 100 loans.

➢ As VP of Prior Approval, I assisted in the supervision of 15 District Associations and their credit operations. This included monitoring new loan activity, large loan approvals and reporting on their performance. I was also responsible for evaluating and monitoring Investment Counterparties used by the Western Farm Credit Bank's Finance Department.

➢ As Manager-Mortgage Servicing for Farmer Mac, I supervised the servicing actions of Central Servicers across the country to ensure they followed proper servicing procedures and met established servicing goals. My efforts on delinquent loan servicing resulted in the reduction of loan delinquencies by over 30% and Real Estate Owed by over 95%.

➢ As VP-Agricultural Credit, I was responsible for re-engineering the entire Farmer Mac cash window loan program, which required setting up a new office, processes and procedures. I was responsible for supervising both the lending and servicing department at Farmer Mac.

➢ As President/CEO Farmsituation.com, I supervised 5 employees and consulted on proper credit administration practices of several Farm Credit Association.

➢ As Owner and President of two Mexican Corporations I was responsible for hiring, training, managing and terminating employees, and responsible to ensure profitability of the two businesses.

Loan Review & Credit Administration

➢ Reviewed loans, compliance, and County-District-State management on a nationwide scale in my capacity as Senior Loan Specialist with Farmers Home Administration. In addition, I wrote new procedures and issued administrative directives on credit administration issues.

➢ As a Farm Credit Administration Examiner-In-Charge, I reviewed and evaluated loan origination, loan servicing, internal controls and regulatory compliance of several Farm Credit System Institutions. I also developed the agency’s manual for the review of proper credit administration practices.

➢ With Farm Credit Services Southwest, I implemented a new credit review program and was responsible for reviewing loans and preparing Board and Management reports on a quarterly basis. I was also commissioned by the Board of Directors of the three Associations to conduct the Due Diligence Review of a proposed merger. My work received high acclaim from the law firm that was involved.

➢ Later as the Farm Credit Services Southwest Special Assets Manager, I made extensive changes in the methods in which the problem loans were handled and documented. My department received all "A" grades in credit administration reviews during my tenure as manager of the Department.

➢ As VP of Prior Approval for the Western Farm Credit Bank, I analyzed and reviewed the district’s largest and most complex agricultural loans. I was also responsible for completing commodity analyses and reports, as well as portfolio analyses and stress studies. I developed sophisticated stress testing computer models to evaluate the impact of credit quality deterioration, large loan risk and interest rate risk on our District Associations and the overall impact on our Bank.

➢ As Manager–Mortgage Servicing, I was responsible for reviewing problem loans to look for potential loan misrepresentation and warranty issues, which if found, allowed our company to require the loan to be repurchased by seller commercial banks. My efforts in this area resulted in the recovery of nearly $20 million of previously charged off loans.

➢ As VP-Agricultural Credit, I was responsible for reviewing and prior approval of the loan packages developed by my subordinates and to conduct periodic reviews of both lending and servicing operations.

➢ As President/CEO Farmsituation.com – responsible for review credit administration practices and problems and implementing new and improved practices.

Computer Skills

➢ As a Research Associate, I wrote linear programming programs for use on the University's mainframe computer in order to solve least-cost and revenue maximizing problems. I also wrote a variety of programs using the BASIC and FORTRAN programming languages.

➢ As County Supervisor, I purchased my own IBM PC and Lotus software and designed a loan analysis program that was adopted in the two-state area.

➢ As Senior Loan Specialist, I received three weeks of intensive training by AT&T on their UNIX minicomputer systems and served as Systems Administrator for the Farm Program section. I maintained the system daily and wrote a variety of spreadsheet programs.

➢ As Examiner-In-Charge, I wrote several programs in order to extract data from mainframe computers and then downloaded the files in a format that could be used by dBASE III. I then wrote several dBASE programs in a user-friendly format that non-computer users could easily use and access. I also wrote a mail and library control program in dBASE for which I received a cash award. The program is now being used agency wide.

➢ As an AVP with the Western Farm Credit Bank, I developed an automated program to extract data from the mainframes of four different banks involved in the merger and then downloaded the information into a dBASE program. I then developed a user-friendly dBase computer interface to assist Due Diligence Team members in extracting needed reports.

➢ As Chief Financial Officer, I wrote a variety of Excel programs to pull information from the mainframe system into a PowerPoint format I could use for reporting to our Board of Directors.

➢ As VP of Internal Review, I developed Excel programs to quickly input review information that could be quickly summarized and pulled into my quarterly reports. I also had to work closely with our MIS department during the recent merger in order to write programs that would retrieve information from the databases of three different institutions.

➢ As Special Assets Manager, I developed a comprehensive tickler and documentation system on Microsoft Word that helped our department improve servicing of the problem loan portfolio.

➢ As VP of Prior Approval, I completed the entire Microsoft 97 suite of courses from Beginning to Advanced and am now proficient in Windows 95, Word 97, Excel 97, Access 97 and PowerPoint 97. In addition, I completed courses on the Internet and the HTML language, which has enabled me to now develop and maintain Internet Web Sites. After my training, I developed sophisticated applications using Access and Excel 97 that improved operating efficiencies of the Credit and Finance Departments.

➢ As Manager-Mortgage Servicing, I used the entire suite of the most recent versions of the Microsoft Suite. I programmed and developed applications in Access; developed complex spreadsheets for portfolio analyses; and used database systems of Farmer Mac’s various servicers.

➢ As VP-Agricultural Credit, I was responsible for directing the development of a new loan inquiry system by assisting in the design and programming using Microsoft Access and Visual Basic. I was also responsible for developing Access and Excel applications for loan analysis, data management and loan reporting. I was responsible for the total change in our loan analysis package from a spreadsheet approach to a web-based application called Web Equity Manager.

Communicative Skills

➢ While serving as a loan officer with Farmers Home Administration, I dealt with borrowers, attorneys, Realtors, bankers and Title Companies. Served as Chairman of the Fallon, Nevada Resource Action Counsel.

➢ While serving as Senior Loan Specialist, I dealt with congressional staff and leaders of Agriculture Special Interest Groups. I was also responsible for writing review reports for Farmers Home Administration's National reviews, and I wrote a comprehensive manual for conducting Coordinated Assessment Reviews of State, District and County Offices.

➢ Prepared examination reports on findings from Farm Credit System examinations and presented the results to Senior Management and the Boards of Directors. I also published Farm Credit Administration's manual for evaluating credit administration in the Spokane and Sacramento Districts.

➢ Trained personnel for Farmers Home Administration, Farm Credit Administration and Farm Credit Services Southwest.

➢ As Chief Financial Officer, I reported to the Board of Directors on fiscal areas of association operations and prepared quarterly/annual financial statement reports to the stockholders.

➢ As Vice President of Internal Review, I reported to the Board of Directors on a monthly basis and provided them written reports quarterly.

➢ As Special Assets Manager, I worked with borrowers, bank personnel, attorneys, accountants and Realtors. I was also responsible for reporting on my department’s progress to the Board of Directors.

➢ As VP of Prior Approval, I worked with Chief Credit Officers and CEOs from Associations across the Western District on a daily basis to discuss loans and other issues. I was responsible for reporting to the Bank's Board of Directors on stress-testing modeling progress and results. I also prepared agricultural commodity outlook reports and commodity impact reports quarterly.

➢ In my positions with Farmer Mac, I worked daily with Farm Credit institutions, loan servicers, mortgage lenders and commercial banks across the county addressing loan servicing and underwriting issues. In the loan servicing function, I was constantly dealing with attorneys, farm managers, receivers, realtors and farmers on a nationwide basis. I was also responsible for meeting with the Board of Directors on a monthly basis to discuss underwriting initiatives and results; delinquency trends; large problem loan accounts; servicer issues; and recommend procedure/policies changes.
